WYSIWYG-Editor: Make headings available by default

The dropdown "Format" is currently only available if you click on the button "Show/hide toolsbars". By this the headings (which are important for the structuring a text) are not used by the users as much as they would if the dropdown would be available by default. So please make show them by default.
